Youth Roller Hockey

 

1. Age Divisions:

                                    Recreation 5-8 Years Old

                                    Recreation 9-12 Years Old

                                    Under 8 Atom Division

Under 10 Mite Division

                                    Under 12 Squirt Division

                                    Under 14 PeeWee Division

                                    Under 16 Bantam Division

 

*January 1st of every year will be age cutoff.

             

 

2. Rosters:

                  A. The recreation divisions will be allowed to carry a min. of  7 skaters and 1 goalkeeper.  The max may be 12 skaters and 2 goalkeepers.

                 

                  B. The U10, & U12 divisions will be allowed to carry a min. of 7 skaters and 1 goalkeeper.  The max may be 15 skaters and 2 goalkeepers.

 

                  C. The U14, & U16 divisions will be allowed to carry a min of 7 skaters and 1 goalkeeper.  The max may be 12 skaters and 2 goalkeepers.

 

                 D. All must rosters are frozen after Week #1.

 

3. League Payment:

                                    Each participant in every age division will be responsible for paying the season fee of $135 and must be insured by TORHS America to play at Tab Ramos Sports Center *(insurance is a once a year fee of $25 and is applied from January 1 to December 31.)

 

 

4. Referee Fee:

                                    Each team is responsible for a $20 referee fee payable to the referee before the start of each game.

 

5. Seasons:

                        Seasons consist of a 9 game regular season that will be played over a 8/9 week span.  Every team does not make the playoffs.  Playoff teams are determined by their position in the standings.

 

 

 

 

6. Schedules:

                        Once the schedule is completed all times listed are final and will not be altered; of course, all dates and times are subject to change.  If any team has any request they must be submitted 1 week prior to the start of the league.  Schedule request are not guaranteed.

 

7. Playoff Eligibility:

                                      All players to be eligible for playoffs must play at least 5(five) games during the regular season. Tab Ramos Sports Center will keep track through the attendance sheets that the scorekeepers have. If due to special circumstances, i.e. injuries, medical reasons. A player must supply a medical doctors notice stating the illness/injury and a medical release form to be permitted back to participate in the remainder of the season. The notices must be presented to Tab Ramos Sports Center management 72 hours prior to the players’ next game.

 

8. Forfeits:

                        Any team that forfeits a game for either no showing or being consistently late will have to pay a fee of $60 to Tab Ramos Sports Center for the imposition of the opposing team, referees, and management. It is not Tab Ramos Sports Center policy to cancel or forfeit games for teams that are consistently arriving late. Tab Ramos Sports Center also understands that sometimes games do run late due to conditions beyond our control. Tab Ramos Sports Center hopes that any inconveniences that may occur should not give an unfair advantage to the teams that consistently are on time and ready to play when scheduled. (If a team is not ready to play 15 minutes after the scheduled time, the game will be deemed a forfeit. This does not mean that the 15 minutes are applied after the previous game. If the game is already late it will start after the warm up period.)  If any skater found playing in a game that is not on the finalized roster of any team the game will be stopped and the offending team will be issued a forfeit.

 

9. Illegal Players:

                                    A. All players must be of age to the date of eligibility listed for each season. A player can play up in the next age division.

 

                                    B. If a team is caught using an illegal or unpaid player that game shall be stopped and the team will receive a forfeit lose.  If the player played in any other previous games, those games shall be forfeit.

 

                                    C. No subs will be allowed to play for a team after the roster is finalized, an illegal player will result in a forfeit of that game*(Goalkeepers are the exception to the rule, as long as the goalkeeper is of age to the division he will be allow to play for multiple teams during the regular season & playoffs.)  If a conflict comes where the (2) teams the goalie plays for he or she must choose one team, the other team then must use a rostered player or use another goalie within the league or a league below.

 

 

 

 

10. Coaches:

                        Each team will be allowed only 3 coaches on the bench during the course of the game.

 

11. Spectators:

                                    A. All spectators must be on the bleacher side of the facility and may not make way to the bench area or the arena floor.

 

                                    B. Before, during or after any game if any spectator becomes loud or uncontrollable the game will be stopped and the spectator will be asked to leave.  Please be aware a facility suspension and/or ban may result from outburst. 

 

12. Style Of Play:

                               All divisions will play 4v4 with a goaltender.  There will be no offsides & icing.

 

13. Non-Checking:

                                    This is a non-checking division but note that there will be incidental contact tolerated.

 

14. Mandatory Equipment:

                                                A. Inline skates (no brakes), H.E.C.C approved helmet with full cage or shield, elbow pads, athletic supporter, knee and shin protection, mouth piece  * (all helmets must be worn at all times with shield or cage down…including on bench & during hand shake)

 

15. Uniforms:

                        All teams must have matching team jerseys with a permitted number by your 3rd scheduled game.  If your team does not have matching team jerseys, the team must show proof of a jersey order (receipt for an order) or you will forfeit all games played with out matching jerseys.  If you wish to purchase jerseys from the “Tab Ramos Sports Center” your order must be submitted by week #1 with order paid in full.  Our price is $20 per jersey.

Section II Playing Rules

Youth Roller Hockey

 

1. Game Time:

                           Is the time that the game has been scheduled and if a team does not have enough players to start after the warm up period they will be issued a bench minor for delay of game and will be given a 10 minute grace period. If the team does not have enough after the grace period the game will be deemed a forfeit. *(In the event that both teams do not have enough players to start both teams receive a loss. The grace period is not issued if Tab Ramos Sports Center is already running late.)

 

2. Length of Game:

                                    Regular Season; each game will start with no less than a 3 minute warm up and no more than 5 minute warm up period. The game will consist of two 24 minute running time periods with stop time in the last two (2) minutes of the 2nd period if the game is within 2 goals.* (If the game was delayed from the grace period the game will consist of two 20 minute halves with the teams starting on the opposite sides of the rink

 

                                    Playoffs; All the same rules will apply except that the stop time in the 2nd period will be in the last 3 minutes if the goal differential is 2 goals or less.

 

3. Tied Games:

                            Regular Season; will have an additional 5 minute sudden death period with no stop time.

 

                            Playoffs; will have an additional 5 minute sudden death period with no stop time. If still tied after the additional period the game will go to a 4 man shoot out, then a sudden death shoot out.  Sudden death shoot out will 1 on 1 until a winner is determined.  Teams must use the same 4 shooters and in the same order from original shoot out.

 

4. Mercy Rule:

                           After a team is leading by 10 goals, the game will be considered over and the score at that point will be final. Both teams may continue playing on the floor until the next game time begins.  

 

 

 

 

 

 

 

 

5. Penalty Bench & Termination of Penalties:

                                                                                A player who has just been assessed a penalty must go directly to the penalty box located closest to the scorekeepers booth. At the termination of the time on the scoreboard the player must exit the penalty box onto the floor and can either enter play or go to the bench for a change of player (The player must touch up on the floor) If the penalty time expires during a stoppage of play, the player must wait till the next drop of the puck to be able to touch up or enter the play.

 

6. Penalties Times:

                                  Affecting manpower will be 2 minutes, 4 minutes, or 5 minutes. Tab Ramos Sports Center will be using running time on all penalties and if the penalized team is not lining up in a prompt manner the referee will give a verbal warning that the puck will be put into play. If they still refuse to hustle to the face off the puck will be dropped to the team that is lined up. Coincidental penalties will not affect manpower and will have to wait for the first whistle after the time expires to be eligible for play.

 

7. Classification of Penalties:

                                                    All penalties will be enforced by either of the referees on the floor. Tab Ramos Sports Center will be using TORHS America rulebook.  Minor, double minor, major, 10 minute misconduct, game ejections, game misconducts, match penalties, gross misconducts. Any minor penalty can be assessed as double minor if the infraction was more severe the a minor and at the discretion of the referee if the infraction has the intent to injury a major plus a game misconduct  *(The above penalties definitions can be found in the TORHS America rule book.)

 

·        Supplimentory discipline Any player who does not follow the rules and regulations of Tab Ramos Sports Center or TORHS America can be subject to suspensions. Any player that receives a major penalty will receive a minimum 1 game suspension and/or ban from league.

·         2nd offense for the same infraction will result in a 2 game suspension

·        3rd time offense of the same infraction will result in the rest of the entire season including playoffs and may carry over to the next season.

·        3rd game ejection or a suspend able offense in a season will result in a suspension for the remaining of the season including playoffs.

·        Repeat offenders of the supplementary discipline policy will be under review and on probation (If a player can not follow the rules and regulation of Tab Ramos Sports Center he/she will be asked never to come back)

 

 

 

 

 

·        Abuse of officials either verbal or physical abuse will result in suspensions from one game to lifetime banishment. This will comply on and off the rink, just because the game is over that doesn’t mean a player or coach is allow to badger a rink employee or a game official a stiffer suspension will be issued if this type of action does not cease.

·        3 infractions in one game will result in a game ejection …a double minor will count as 2 infractions

·        Fighting: Any player who receives a fighting major penalty will automatically be suspended for the entire season (regular season & playoffs).  If a player receives a fighting major penalty during playoffs he/she will receive a 5 game suspension for the following season.

·        3rd man in an altercation will carry at least a one game suspension (even if the intension of the player was to help)

·        Leaving the bench any player leaving the bench and entering in a bench brawl will be suspended for the rest of the season with out refund and may be subject to lifetime banishment.

·        Any altercation after the game in the locker rooms, in the parking lot or anywhere on Tab Ramos Sports Center property will result in suspensions.

·         Tab Ramos Sports Center property If any spectator or player damaging the property of Tab Ramos Sports Center, the police will be called, you will be prosecuted, you will pay and you will not play.

·        Slamming sticks on the floor, boards, or glass will result in a 10-minute misconduct to that player; the next offence by any player on either of the teams will be a game ejection. Floor tiles and glass cost money and any player damaging rink property even in frustration will be responsible to pay for any damage.

·        Tab Ramos Sports Center has the rite to change any or all of the above according to circumstances.

 

8. Face Offs:

                       All face offs at the start of the game, periods, and after goals will take place at the center rink face off dot. All other face off drops will take place according to the situation.

Basic situations

·        Goalkeeper save (low attacking zone spot on the side the shot came from)

 

 

 

 

 

·        Deflection out of play including puck striking the nets above the glass (Where puck was last played not giving an advantage to any team e.g. Puck deflected of an attacking team players stick, the face off comes outside the offensive zone to the neutral zone dot on the corresponding side of the rink)

 

·        After a penalty call (where the puck was touched up by the penalized team but not to be dropped in the penalized teams offensive zone)

 

 

·        Puck played by a players stick above shoulder length (all the way back to the defensive zone dot.)

 

·        All other face off situations will be at the discretion of the officials on the floor and can be found in the TORHS America rule book

 

9. Goals & Assists:

                                    Only the referee and the scorekeeper will be allowed the calling of goals and assists. The puck must be completely over the goal line (the back end of the final blue tiles in the crease) for the referee to call it a goal the player who previously passed the puck to the player who scored will be issued an assist.

 

10. Goalkeeper’s Crease & Privileged Area:

                                                                                    Goal Crease; the goal crease is defined by the blue tiled area in front of the goal. No player may enter this area unless the puck is there and uncovered by the goalkeeper.

 

                                                                                    Privileged Area; The goal keepers privileged area is an area bounded in the rear end boards, in front by an imaginary line connecting the end zone face off spots and on the sides by imaginary lines extending perpendicular from the end boards to the end zone face off spots. In this area the goalkeeper will be allowed to freeze pucks and stop play (only if there is pressure in the vicinity). No one will be allowed to intentionally touch the goalkeeper in this area.

 

                                                                                   Crease Violation; If a player enters the crease with out the puck being there first and if the player is a distraction to the goalkeeper the whistle will stop play and a face off will take place out side the attacking zone spots. The no harm no foul rule will be in affect. If a player deliberately makes contact with a goalkeeper inside or outside of the crease area a minor penalty can be assessed. 

 

 

 

 

 

10. Hand Passes:

                                    When started and completed in the defensive zone.  Defensive zone will consist of center red line and back boards.

 

11. Referees:

                         The Referee shall have general supervision of the game and shall have full control over, Team officials and players before, during and after the game, on and off the rink surface. In case of any dispute, the decision of the referee shall be final.
